Selected to active is a bake mode in Blender that projects and bakes texture data from a set of source object(s) to a single target object.
The selected to active panel contains all the necessary properties for baking textures from source to a target object. By default, this option and the panel's properties are disabled. You can enable it by clicking the checkbox next to the panel's name.
When enabled, all the source objects will be snapped to the target object's location. After the textures are baked, the source objects' locations will be restored.
If the active object as final option is enabled, the target object will be used as the final object instead of creating a new one.
With the target object, you can choose how to handle the object selection and the source to target bake process.
Changing the method will update the sub-panel below it, which contains the selected to active bake settings. The settings in the sub-panel will change based on the selected target method option.
